Job Description

Harlem Children’s Zone (HCZ) — a world-renowned education and poverty-fighting organization based in New York — seeks an enthusiastic, dedicated, mission-aligned Payroll Manager to join our Human Resources Team.

The Payroll Manager will bring a passion for the mission of Harlem Children’s Zone: break the cycle of intergenerational poverty with comprehensive, on-the-ground programming that builds up opportunities for children and families to thrive in school, work, and life.

The Payroll Manager is responsible for overseeing the accurate and timely processing of employee compensation, deductions, and tax withholdings. This includes managing payroll systems, ensuring compliance with regulations, handling benefits administration, and resolving any payroll-related issues. The manager also provides training and guidance to payroll staff on payroll processes, compliance requirements, and system usage.

The ideal candidate will possess expertise in managing all payroll-related matters from inception to completion across a matrixed organization with over 2000 employees. This position will report to the HR Director of Operations. This is a hybrid role with three days required in the NYC office.

Requirements

  • Bachelor's degree in HR, Business Management, Accounting, Finance, or a related field
  • 3-5 years of payroll supervisory experience in a large organization. 
  • Multi-state payroll experience required

Who you are

  • Knowledge and experience with accounting principles, payroll systems implementations and management.
  • Extensive knowledge of the payroll function, including balancing, internal controls, and payroll taxes across diverse jurisdictions.
  • Strong mathematical and analytical understanding; strong problem-solving and ability to work independently.
  • Super user of payroll software (ADP, UKG, Paychex, etc.)

What you'll do

  • Design, plan and execute HCZ's overall Payroll strategy and structure in alignment with People and organizational objectives.
  • Manage, direct and oversee company wide central payroll unit and prepare biweekly payroll for over 3000 employees.
  • Supervise and mentor payroll staff, providing guidance on processing procedures, addressing performance issues, conducting regular performance evaluations, and facilitating professional development opportunities to ensure a cohesive and high-performing payroll team.
  • Develop, implement and oversee internal controls of payroll system.
  • Identify and introduce appropriate and effective practices to ensure timely and accurate payroll processing.
  • Ensures compliance with federal, state and local laws and regulations.
  • Design and implement audits to drive compliance and minimize risk or wrong doing.
  • Design and implement appropriate reports, schedules, spreadsheets, analyses, summaries, and all other necessary materials.
  • Works closely with the Finance team in maintaining and closing all year-end and W2 activities.
  • Manages projects and performs additional duties/responsibilities as needed.
