Position Description :
The Manager, Residential Contracts and Evaluation will provide oversight, supervision, and leadership to contracts, program development and evaluation initiatives for the agency's Residential Contracts. The position is responsible for leading efforts around monitoring risks, reporting, program development, and evaluation activities as well as provide supervision to multiple projects and staff members to achieve agency goals. Responsibilities focus on integrating and operationalizing contractual obligations, budgets, and performance metrics. This position plays a key role in compliance and monitoring for DePelchin's residential and child welfare programs. The Manager is also responsible for supervising teams, while building internal capacity; cultivating strong working relationships with both internal departments and external agencies; as well as representing the agency at meetings, coalitions, and conferences.
Primary Responsibilities :
- Provide oversight and leadership for the ongoing development of the department.
- Ensure that grants and contracts are implemented according to funder guidelines and in keeping with programs’ goals and objectives.
- Follow funder and agency policies and requirements.
- Coordinate activities of the department with those of other program service areas within DePelchin.
- Develop policies, as needed, to meet requirements of DePelchin and those of federal and state regulatory offices.
- Provide direction and guidance to other Managers and Program Coordinators for community-based needs assessments.
- Coordinate with program service departments for the development of new programs; lead proposal and procurement efforts for grant- and contract-funded programs/initiatives.
- Provide subject matter expertise for residential contracts, statewide standards for child welfare services, compliance, program monitoring, and data analysis, as needed, and overseeing agency program planning and evaluation activities.
- Maintain appropriate communication and relationships with all Program Directors, Executive Officers, Program Managers and Funding Agencies.
- Provide direction, support, and training to staff of the department.
- Coordinate and oversee ongoing grants/contracts management, program evaluation, and programmatic data management activities. Stay informed regarding new program developments in the child welfare and social services field, grant and proposal-writing developments and State and Federal grant-related policies and procedures.
- Attend and participate in necessary and appropriate agency meetings.
- Develop and maintain professional relationships with other professionals in the field of child welfare and social services.
- Serve on committees/task forces as requested.
- Represent the GMOE department and its activities in the community and in State and Federal groups.
Required Qualifications :
- Master’s degree in social work or a related field.
- Three (3) years’ experience program oversight with an emphasis on maintenance of programs in compliance with a funder’s requirements.
- Experience with using data in applied settings to inform program operations, preferred.
- Three (3) years of experience in social services for children and their families, with an emphasis on child welfare settings.
- Prior leadership/supervisory experience.
Knowledge, Skills, and Abilities :
- Knowledgeable in the fields of social work, child welfare, licensing, and statewide standards
- Proficient in standard computer applications including Microsoft Office, and analytical software tools/methods.
- Proven skills in research methodology, program evaluation and data analysis.
- Ability to work independently, without supervision.
- Ability to communicate with cross-functional teams at all levels of the organization.
- Demonstrate complex problem solving and ability to make complex decisions.
- Ability to provide supervision and technical assistance to programs and grant evaluation teams.
- Ability to communicate effectively both oral and written.
- Ability to set priorities, complete assignments on time, while holding others accountable for their work products and managing team deadlines.
Work Conditions :
- Environment: Hybrid
- Range of Schedule: Mon – Fri, 7:00 am to 8:00 pm, Occasional nights or weekends
- Travel: Occasional, Local and Statewide - Uses own vehicle on agency business but does not transport clients. (Must have a valid Texas driver license and current auto insurance)
