Westchester County Government is currently recruiting for a Deputy Commissioner of Human Resources (HR ) to join our leadership team. Based in downtown White Plains, the Deputy shall act for and on behalf of the Commissioner consistent with the provisions of the Westchester County Charter and directs the daily operations of major organizational and program components of the HR Department.
The HR Department is charged with civil service administration for more than 4,000 full-time county employees and more than 25,000 local municipal employees in 122 local agencies comprised of school districts, towns, villages, libraries and special districts throughout Westchester County. This position is responsible to the Commissioner for the attainment of organizational objectives designed to achieve compliance with State mandated Civil Service requirements and County Personnel policies and procedures. The Deputy is responsible for the formulation and implementation of significant policies relating to civil service administration, classification and compensation, salary administration, employee selection and development, employee assistance, records management, employee development, and performance management. Significant and frequent contacts occur with all key elected and managerial personnel of the County under the authority of the Commissioner. Supervision is exercised over a large number of professional and support staff.
Responsibilities Include but Not Limited to:
Directs, through subordinate supervisory and managerial personnel, the classification and compensation of positions for the County Service.
Directs the formulation of human resource policies affecting the County Service including revisions of the Westchester County Personnel Rules and Westchester County Civil Service Rules
Advises the Commissioner, County Executive, Board of Legislators and appointing authorities on civil service administration.
Directs the preparation of and controls the annual operating budget for the department.
Consults on over-all planning and development of County Services with regard to human resources management.
Directs the development of rules of salary administration.
Requirements: The successful candidate must possess either a Bachelor's or Master’s Degree and 5-7 years of public personnel experience, 4 of which must have been at a managerial or administrative level.
Substitution: Satisfactory completion of 30 credits* toward a Master's Degree* in public or business administration, industrial relations, human resources, or related field may be substituted on a year for year basis for up to two years of the general personnel experience.

Compensation
The Deputy Commissioner of Human Resources is an Executive Level position, with a current salary range of $150,870 – $197,780. The compensation package includes comprehensive benefits, including medical, dental, vision, deferred compensation, paid leave and NYS retirement plan.
