SUMMARY OF DUTIES
The Deputy Assistant Inspector General for Investigations (DAIGI) is responsible for assisting the Assistant Inspector General for Investigations (AIGI) in managing the day-to-day OIG investigative activities relating to Amtrak’s programs and operations. The DAIGI is also responsible to the AIGI for ensuring organizational compliance with the Inspector General Act of 1978 (as amended) and other applicable laws and regulations of the United States, as well as the OIG’s Strategic Action Plan, and with established investigative policies, procedures, and investigative standards of the Council of the Inspectors General on Integrity and Efficiency (CIGIE) and the Attorney General Guidelines for OIGs with Statutory Law Enforcement Authority.
ESSENTIAL FUNCTIONS
Assists the AIGI in accomplishing the investigative mission, goals, and strategic objectives of the Amtrak OIG. Provides input into the OIG Strategic Action Plan as it applies to the investigative function.
Works with the AIGI to ensure that policies, procedures and systems remain current with Federal laws and regulations relating to criminal investigations, Executive Orders (as applicable), CIGIE standards and investigative best practices, new technology, processes, and policies, as well as trends in transportation and passenger rail operations.
Provides executive leadership, supervision, coordination, and oversight to the Special Agents-in-Charge and indirectly to other Investigations staff as appropriate.
Ensures day-to-day investigative operations are progressing toward planned goals with particular attention to ensuring the effectiveness and efficiency of headquarters operations, including digital forensics, hotline operations, case management, and the national firearms program.
Develops investigative strategies and plans, and aligns investigative priorities and timelines.
Provides context to subordinates in terms of Amtrak and IG strategic plans, priorities, and objectives, and ensures that the organization develops operational and tactical plans in concert with the overall strategic mission of the organization.
Provides assistance and executive leadership in developing and executing new and independent programs designed to prevent and detect criminal corruption and other serious irregularities which can lead to fraud, waste, misconduct, and abuse in the programs and operations of Amtrak. Recruits, trains and leads a multi-disciplined staff of professional criminal investigators and other professionals with a variety of expertise, and ensures that the human capital needs of the IG are met.
Manages all noncriminal investigations and provides investigative assistance as appropriate for any internal IG investigations.
Manages the development and implementation of policies, procedures, and systems for the investigative function as well as medical and physical fitness standards.
Manages the investigator training program and ensures that all investigator training requirements are met and related skill certifications are maintained.
Manages the firearms program including establishing specific policies and procedures for managing, safeguarding, and controlling firearms as well as the entry-level, in-service, and advanced firearms training programs for the Investigative function.
Manages the investigative internal quality assurance program and is responsible for corrective action plans to address weaknesses identified in such assessments.
Provides external outreach, as required, to other criminal investigative and law enforcement organizations, as well as Congress and Amtrak leadership, and oversees the preparation of presentation materials for the AIGI.
Oversees the preparation and accuracy of investigative data and information for all internal and external reports to Congress, Amtrak, and OIG management.
Maintains cooperative relationships with Amtrak officials and with other law enforcement agencies (local/state/Federal) on investigative matters of mutual concern.
Is responsible for managing the investigative budget and provides input to the AIGI for budget planning and execution.
Serves as the Acting AIGI during periods of AIGI unavailability.
Performs other duties as assigned.

The hiring salary range the Deputy Assistant Inspector General (DAIGI)-Investigations is $218,495 - $281,980. This is the starting salary range and does not reflect the full salary range of the position.
